Born in Penang, Malaysia in 1958, he studied in Union Institute, then Chung Ling High School. He then graduated, in 1983, in Building & Estate Management from the University of Singapore under Singapore Government Sponsorship. He then went on to serve in the Singapore Ministry of National Development
He began his career in the Singapore Ministry of National Development before starting his own company in 1991, which specializes in high-tech protective glass systems across Southeast Asia, Japan, and Belgium.
He is a key advocate for the arts, particularly Chinese ink painting. He supports the Penang Chinese Brush Painting Art Society, which has a library containing 500 rare books, and runs a private gallery.
He is the Deputy Chairman of the Singapore-China Friendship Association, an honorary advisor to the Dr. Wu Lien-Teh Society, and supports alumni associations and Chinese education, earning recognition for his community contributions.
He is involved in promoting tourism in Penang, specifically in the Love Lane area.
